Crisis Guidelines
NEW TEMPORARY GUIDELINES FOLLOWING FILM SALES SUPPORT OPEN CALL ON 7 APRIL 2020 FOR DIGITAL PROMOTION CAMPAIGNS TO SECURE THE DISTRIBUTION AND CIRCULATION OF EUROPEAN FILMS TO COUNTRIES OUTSIDE OF EUROPE


EFP
takes into account the current situation caused by the Corona virus which has affected the entire film industry. Important film festivals and film markets are either being postponed or cancelled. This means that the remaining FSS funds for promotion campaigns at dedicated physical events, the FILMART, the HotDocs Documentary Festival in Canada and the Shanghai Film Festival will now be used by the sales companies for wholly digital approaches to help with the distribution and circulation of European films to countries outside of Europe.

This FSS call is an OPEN call which was released 7 April 2020. It will run until 31 July and is NOT LINKED to a specific festival or market outside of Europe.

Please note: Under the current circumstances, sales must not primarily focus on theatrical releases, sales to TV or VoD are equally important.


eligibility

Sales companies may submit:

  1. single applications OR
  2. a package of a maximum of 5 European films (line-up). The package may include works-in-progress, new films, and as well films that have already received FSS prior in a single application but are still unsold to countries outside of Europe. They could receive a new boost by being included and promoted in the line-up to overseas buyers.

The applications must include:

  • detailed written campaign dedicated to countries outside of Europe (compulsory).
    Important: To avoid double funding, the sales company must guarantee that they have not received funding from Distribution and Sales Agents Automatic Support 2020 (Action 2 – Support to Sales Agents) or other funds from Creative Europe for the same campaign.

The promotion campaigns should include some of the below measures. For example:

  • digital strategies and pitches to buyers including promotional elements (trailers, clips, digital posters, other material such as promo reels, etc.);
  • digital experiments/alternatives;
  • reaching out to overseas buyers by way of targeted mailings, live streams/trailer shows or any other way (compulsory)
  • creation of individual virtual screening room (proportion of costs)
  • screening fees for virtual market screenings and expenses related to meetings with buyers virtually
  • social media campaigns; digital advertising
  • hiring of digital marketing companies
  • exceptionally: proportional costs for promotional work done by the applying sales company itself to insure cost-efficiency (up to 20% of the total promotional costs) for a specific campaign for which FSS is being applied for instead of hiring a third party
  • exceptionally: proportional costs for the acquisition of technical equipment/software enabling the improvement of the digital promotion campaign for which FSS is being applied for (up to 20% of the total promotional costs)

Amounts:
FSS investments are up to 50% of the eligible costs per campaign per company, capped at a maximum of 4,000 Euros per application.

Accounting
Costs for digital promotional activities, incurred and invoiced 4 months prior to the respective submission of the application will be accepted if these are part of the new digital campaign. If good reasons are given by the sales company, costs incurred and invoiced 6 months prior to the submission of the application will also be accepted if the respective activities are part of the new digital campaign. Costs are only eligible until 31 July 2020.

Claim
Claims declaring and documenting the final costs MUST reach EFP by 28 August 2020 at the latest. No extension will be granted.

Follow up/sales results:

  • detailed documentation of the campaign and results
  • list of overseas buyers that were approached/pitched to
